The Postal game series should install on a 32b Windowsm 7 machine. If not, either something is interfering with Steam (most commonly Firewall or AV RTscan) or ( i think that's the case) you simply did not DL and install the Steam Client itself. Look at the top of any Steam Store page and you'll find the Steam installer, that's the only installer you need.
If your connection is slow and/or limited (or connection from friends where you intend to play), indeed there's great advantage in making back-ups from your games. Once they are installed, rightclick the game in your library and in the dropdown menu you'll find the option to make a game back-up.
Per default it'll save to the Back-up folder in your Steam Directory but you can choose to change the destination to another location incl. USB device. However you can not immediatly burn to DVD. When you have the game back-up finished, you can then burn it if you want.
Postal 2 does definitely work on Windows. You cannot copy a Steam game installation, refund the game and then play it without Steam. It doesn't work that way.
I haven't seen any stated OS requirements for Postal 2/expansions but if as you claim the game won't run on 32 bit then what makes you think that buying it from somewhere else would make it run on 32 bit?

The expansions for Postal 2 are supposed to be coming to GoG sometime this year.
You want the GOG version, go buy it there.
also with question reg burning to a cd and getting rid of steam ...... believe it or not you are asking for assistance in piracy ..... just so you know ....it is a copywrite breach and that rout could get you a world of trouble so PLEASE forget that option in open forums on the site who vends that game
so .... to your problem ....this game doesn't run for you ? you realise you have a few options here ...... 1 of others are playing it on the same platform it could be as simple as a driver update and/or checking known issues online ...... if you cannot bear to run steam in an online capacity then once the game runs make sure to FULLY update it THEN just run steam in offline mode! no need for internet connection so it will THEN work offline (if that was part of the issue) aside from that from what I can find there is no option to work around owning a steam title without steam .....sorry bud but outside these options it is keep steam or refund and leave .....if I find a better legal option i will pass it on
steam is DRM you will NOT be able to...you know so people dont pirate/distrubute and such
