Also, it has similarities. But most Laptop versions of things like GPU are less powerfull than Desktop PC.
d3dx_9 is for video, not sound. If it's about a d3dx9 then the game should mention that in a message. Does it?
Did you Clear DL cache & verify the Game Files via Steam? It's easy :
Library -> rightclick {game} -> (pop-up menu) Properties -> (pop-up window) tab "Local Files" -> (button) Verify Integrity of Game Cache Files.
Even if the assembling manufacturer provides fairly new driver updates, for your videocard you'll need to go to the creators website to get the latest update.
