Codigo de error 2 AYUDA

Bueno ya le di una breve mirada al foro y no encontre nada a este tema por eso les pido su ayuda me dice que los servidores de steam estan ocupados, ya instale el juego pero falta el procedimiento de instalar esas cosas de programas adicionales antes de empezar a jugar, vi una respuesta en ingles:

For those of you with error code 2, can you please try the following.

Either:
1. Find your Steam install directory in windows explorer.
2. Right click, Properties.
3. Select the "Security" tab.
4. Check for the presence of "Users" in the "Group or user names" box.
5. If it's not present, they can select "Edit", find "Users" in the next window and select "Add"

Or:
1. Open a command prompt (Win+R, cmd).
2. Change directory to your Steam install directory (cd "\Program Files (x86)\Steam").
3. Type "cacls * > information.txt"
4. Send us the information.txt

Pero soy tan imbecil que no le supe como hacerlo, espero que alguien me ayude.
Cabe mencionar que el juego es sniper elite v2
