The steps that are supposed to happen are 3,4,5 followed by 1 and 2 where you cancel on 2 (though probably you could also do it on 1 with the same effect).
If you have any further troubles try following the instructions carefully again from the step 1.
But still can't download anything - "An error occurred while installing (content servers unreachable)"

3. "Unsupported" or abandoned games become unlisted in the store and community sections, however everyone who have bought a game before that have access to the latest uploaded version which can still be downloaded and then run to the various degrees of success.
That's valves grey area way of staying on the "product selling" side of things (rather than admitting to being an outright rental service), where using an outdated DRM environment is customers grey area way of accessing said products. As long as the former stays true, the latter is justified.
Platform restrictions forced by a 3rd party distribution-DRM software violate that principle and have nothing to do with support of a particular product.
I've only cited the original post with the instructions so that one could trace the source directly themselves if one wished to do so. Sure, I wasn't planning to start arguing here, but neither was your post directed straight at me. Thus, the one to blame for you getting replies to your message in english is you.
Using outdated DRM environment is not DRM removal, in fact the use of it is actually THE reason why one has to jump through so many hoops to get a game working. DRM in this instance certainly stays intact.
You should think first before making a point because your conviction and belief don't make something "clearly defined".
So that developers and publishers would try to create a superior product that would beat the existing competition.
If AAA would suddenly stop existing then I would be all for it. B-AA products is where unrestrained creativity and passion is.
If you want to prove that you are not, please try to come up with believable and justified (as in, the one that does not come from malice or incompetence) reason why valve couldn't or wouldn't just make the most basic app that would let users run rightfuly owned games on platforms that aren't considered mainline anymore.
No community features, no streaming service, not even security features for store transactions that could also be cut - just login authentication and library features. It's not like there was a massive technological progress in that regard since the last platform, because those features work the same exact way today even with a 6 year old build of the client.

I tried on virtual machine with official MS WinXP SP3 image (and with custom russian XP image).
As I understand it, https certificates are not supported.
Can you download games from Steam servers with your old client? Or only run early downloaded?
I've read your initial reply and didn't see the need to respond since that is the extent of functionality for this version of a client.
I didn't come up with the method nor am I responsible for creation of individual components of the assembled client. I just came here to fulfil my responsibility of sharing the most basic solution of making it work.
I saw various people digging into the issue, but that was before people started having problems with running the client en masse, thus I'm not aware at the moment of any current solution.
