I am sorry that you are having an issue with the Steam Cloud and that the troubleshooting steps you've tried didn't fix the issue.
Investigation of your cloud log file shows that you are encountering a Timeout error while your Steam client is attempting to connect to the Steam Cloud. This error resulted in Steam not being able to sync your local files to the Steam Cloud.
Refresh Local Network Hardware
Test Online Connection
Investigate Firewalls
Investigate Anti-Virus Software
Investigate Other Programs & Services
Additionally, Steam Support has a limited ability to resolve these issues or restore lost data, but there are a few things that you can provide to help us better understand the issue you are experiencing. We might be able to point you in the right direction, or help you avoid this in the future.
If possible, take a screenshot of any error messages you are seeing.
If you are able to reproduce the issue or describe the steps that caused it, you can help us by providing those steps in your next reply.
Providing additional context about how the issue began can also help us investigate the cause. Do you use offline mode? Do you use the account on multiple machines? Are multiple Steam accounts used on this machine?
Please also check your Steam directory for the most recent cloud_log.txt file. Attach this file with your next response. It can be found in the following location by default:
C:\Program Files (x86)\Steam\logs

The cloud troubleshooting section can also help to ensure that your machine is in a good state for the cloud to function correctly.
After doing the troubleshooting steps in the provided article, please let us know if it resolve the issue for your games that are having Cloud issue or if it only resolve the issue for some or if it doesn't resolve the issue of any affected games. а там где загрузка проходит успешно, серваки тоже шведские, но уже от windows

Швеция ни при чем. гугл пишет, что доступ к oracle cloud из России был закрыт еще в марте. может в этом и вся причина - те самые пресловутые санкции, которые наконец-то дотянулись до простого пользователя.

думаю, логи дальше постить бессмысленно. Габену с его друзьями нужно немного подправить коды, чтобы российский трафик с сохранениями просто не шёл на оракэловские серверы.
