I found this thread because I got the same errors trying to play "Trail of the Twister." I gave up trying to resolve the issue with Steam.

Hey everyone! I got Secret At The Water's Edge for Christmas from my brother and I've been emailing Steam since the 26th of December. They gave me a whole bunch of things to try and I got one that actually works! I'm pretty sure all Nancy Drew games have the same issue so i'm pretty sure the same will work for you.
Here's what to try:
Go to the game in your Steam library, right click the game and click properties.
Next go to Betas.
Then in the box where you can type stuff copy and paste this --> ThwEDgb5rfFw
That unlocks a certain beta thing just for this error code.
Then go to the drop down menu above and another thing should be unlocked that starts with drmfix.
Close the dialog box and try playing the game.

I have been following this thread for more than 2 years looking for a solution and had given up on ever playing them! This worked perfectly for both 'Shadow at the Water's Edge' and 'Trail of the Twister', and now I can finally play them! Thank you!
