Don't forget you can put Windows onto the Mini via BootCamp (Windows 7 and up) and then you can boot to either OS.
Be aware tho, some things to think about, if you play any of the bigger games or you think your a "Gamer" then I would suggest getting the 1TB drive. If you install Windows with the Mac OS then you will need a fairly large drive to give the WIndows partition room to grow. With the games and apps getting larger and larger it's surprising how fast you run out of room. It is NOT easy to expand the Windows partition after you run out of room. I suggest getting an external drive for a separate install.
My suggestion........
Buy the largerst MIni you can afford (the larger Proccessor and the 1TB drive, you can buy Ram cheaper later) , buy an EXternal USB HD (1TB 7200rpm Sata HD). Install Maverick (10.9) onto the external drive and then install Windows onto the Mini's internal HD. Either erase the Mac OS on the Mini (AFTER you install it onto the external hd) and install Windows or use Boot Camp to install Windows next to the Mac OS.
You can only install Windows onto an INternal drive so you won't be able to install Windows onto the external drive. Macs have no problems booting from external drives. And yes you do have to buy Windows.
Read the Boot Camp instructions a few times and it gets easier to understand everytime you read it. Apples BootCamp support site has all the information you need.
