Black bars on the sides in cs go

Hello! How to play in the resolution of 1280x720 with black bars on the sides, so that the image is not stretched to fill the screen ?

I think you can only get black bars if you run a 4:3 res. I managed to get black bars by getting the app "display menu" from the app store and from there you select the res 800:600 or 1024:768 and that should make your desktop have the black bars. From there you can run your game and it should have them as well. Hope this helps, Ive been trying to figure it out for a while now.
