write disk error on mac

i do everything but cant find a solution
give permission to full disk Access
give permission to App Management
erase the download cache
run first aid on my hard
delete the steam app and delete the steam library folder and reinstall steam
i play Dota 2 with no error but when i want to update it see the error
i have a SSD onboard and a external drive and both of them cant install or update any game
sometimes my download corrupted after a couple of gig download and sometimes at the beginning

off and on the permission full disk Access and App Management still don't work for me
i search everywhere and cant fine any solution
i think it is a new error on macOS 15 Sequoia
and maybe an update or something else
i add a flash disk and add a drive from that but my error never gone
plz help me

i try 20 ways and i find this error about a week ago
before that i update like anyone else
