-Verify Integrity of the game Cache (can be found on properties of the game)
-Restart PC and Steam
If you haven't, do the following
If nothing works, then reinstalling the CSGO might be the solution.
If it says that it's there, hold the Command button and press tab. There should be a tab that says "CS: GO" in grey letters. Cycle to it and let go, it should bring you in-game as soon as you let go.
If this doesn't happen / the game isn't actually open, try adjusting your steam settings. This can be found by pressing "Command" and "," at the same time when steam is the current application running. You may need to adjust some steam settings, under the "Downloads" tab. Try fiddling with the region that you are downloading from, sometimes you can get a better download stream from another nearby region.
If all else fails, you can try to delete the local files by right clicking on the tab in your steam library. Try to reinstall, and then try the first step over again.
Hope I could help!!
