BUG - Cannot Download Games to ExFat External SSD on Macbook.
ISSUE
Cannot download games to an ExFat External SSD on Macbook due to "not enough disk space" error although there is much more space in the disk than the amount that the game require.
Downloading was working in the previous steam client version. The issue appears right after the update.

DEVICE
MacBook Pro (13-inch, 2017)
2.3 GHz Dual-Core Intel Core i5
8 GB 2133 MHz LPDDR3

OS
MacOs Monterey 12.4

STEAM VERSION
Steam API: v020
Steam package versions: 1652488014

STEPS
Have an ExFat External SSD with around 65 GB of free space.
Download Dota2 to the external SSD.

RESULTS
The game said no disk space available despite having only tried to download only 698.9 KB of data.

EXPECTED
The game is downloaded.

Same error to me. Games stopped updating nor downloading to the external SSD.
I've use to store the games on ext. SSD with ExFat FS. I have around 800Gb available space, however steam is giving an error "Not enough space".
I've tried to remove the game reset the Steam folder in the ext. disk by re-creating it. Didn't help.

My "kinda" workaround for this is to format your external drive with APFS - then it will work - however I understand that sometimes you just need exFAT disk to be able to share files with windows based machines etc.

I have used external HDD. I formatted it with APFS file system, then I added this disk as a new Steam Library folder. Downloaded the game and then I moved it to exFAT external SSD - everything works from exFAT disk but I'm still unable to download games directly to exFAT disk.

Might be worth a shot. Wouldn't reformatting delete all the contents?

It will. So if you don't have another drive to copy the files before it could be hard to do without data loss

have they still not fixed this?

I've received info from the Steam support:

HI there - thank you for waiting.

Our developers have identified some bugs around this and are planning on shipping a fix this week. It will be shipped to the Steam public beta - so I would recommend opting into that, so you can get this fix asap.

I made a video to walk you through how to fix this issue using a workaround. I'm assuming that this is going to be a while to patch but this process worked for me (and there's video proof too). Video link is here:

Hope this helps!

Note: The video is much clearer if you open it on your browser.
