It might be a red herring, but it looks like the problem is that they signed the DLC content along with the base game, so if you're missing DLC, it won't work. This is definitely something to report to Firaxis / Aspyr.
I'm testing it now by buying all the DLC...
EDIT: Yup. Sending the damaged app to the trash, buying all the DLC, and verifying the game in Steam to reinstall it works. Aspyr screwed up the code signing.
