Steam DRM Games Fail to Launch - "create pipe failed"

Any games using Steam for DRM will not launch. Civ VI for example says "This game requires Steam to run. Make sure the Steam app is running, you are logged into a Steam account that has this game in its library, then run the game again."

I've tried restarting, re-installing steam, validating game files, etc.

If I dig up the actual Civ6_Exe_Child binary and run it from Terminal I get a more detailed error: "[S_API FAIL] SteamAPI_Init() failed; create pipe failed.[S_API FAIL] Tried to access Steam interface STEAMAPPS_INTERFACE_VERSION008 before SteamAPI_Init succeeded."

This suggests the issue is not on Civ's side, but that a connection to the Steam app to authenticate cannot be established.

Several other games exhibit similar failures - all showing the same error if launched from terminal.

This is an M2 mac, running Steam through Rosetta - which many people report should work fine.

Anyone have any suggestions? New computer, first time using Steam on it.
