I ended up opening a support case with Valve and they were able to help.
So, my mom had an old MacBook Air with an Intel CPU before she just got this new M2 Pro. We transferred everything from that old Mac to the new one. I think Steam was copied over as a part of that transfer. And I think the Intel executable got transferred too.
What ended up working was uninstalling Steam and completely uninstalling and removing it. This isn't as simple as a normal uninstall on a Mac.

After that we installed it from scratch again and it just worked. And she's good to go.
