macOS and Windows 10 steam cloud issues

for some reason games will not sync to the cloud cross-platform between macOS and Windows 10, i was wondering if anyone else had this issue?

i've already checked settings and made sure that cloud saving is on for both devices, contacted steam support, and tested a few games to ensure that this was a problem:
- cult of the lamb, from macOS to Windows 10 did not load my cloud save file
- untitled goose game, which i played on Windows and then opened on macOS but there was an issue with the save file to begin with
- Unpacking, from Windows to macOS but any edits I made on macOS were not carried over back to Windows

Any help would be great!

"Steam supports cross-platform integration of cloud data between different operating systems."

the bad:
"However, not all games make use of this feature. You would want to check with the community or the developer to confirm the details of cross-platform cloud integration."

My guess: developers have to save game status in os-independent files...
this is definitely trickier than just doing save game files for each OS the game runs on.
