Report a translation problem
I've been pretty vocal with criticisms of Steam over the last few weeks - particularly Steam's decision to kick Windows 7 users in the crotch but also this klunky, ineptly-run software that stands as a wall between people and the games they have bought with their hard-earned money. So maybe out of delicate egos and spite they just shut off my downloads altogether? Maybe that's what the name "Valve" means.
Anyhow, clicking on "Install" for any given game - or even "Steamworks Common Redistributables" - and going to the Manage Downloads screen, you see "Starting Download" at the top but everything stays at Obps and sits there until you ultimately get "Connection Time Out" in red letters. Steam is big on messages in red about their inability to get simple tasks done.
Here are the things I tried that didn't work:
BUT WHEN I turned my wifi off, restarted steam, and waited for about 30 seconds, then turned my wifi back on again - then it worked. Then I could download the games I had already paid for.
Sucks that steam still hasn't whitelisted it
