It seems internet connection is not the issue - can you please check is it this particular Steam client for macOS Ventura 16.6. issue? I have no antivirus for Mac installed, nor is Firewall problem since I have it enabled - "Steam can accept incoming and outgoing connection" something like that is already set up in Mac built-in firewall. I do not use any additional one.
