I was having this issue as well, it has to do with a compatibility update for macOS Sierra
Steam update log: http://store.steampowered.com/news/?feed=steam_client (right at the top)

~/Library/Application Support/Steam/Steam.AppBundle/Steam/Contents/MacOS/skins takes you straight there with less typing, no matter what your user name is

Thank you this has been bothering me since the update. Dunno why that can't just update the default UI... years after retina release we still no retina support ><

Where do you guys find the library under users? I can't find it there. All I get there is "Applications, Desktop, Documents, Downloads, Movies, Music, Pictures, Public"

Ignore the above reaction that's the system Library folder way on the root. We need the Library folder in your user home folder. Click once or twice on your desktop so the Finder is active. Above in the top gray bar you would see a "Go" tab/menu select this and then choose on the lower part "Go to folder" copy and past the below line and you should be fine:

~/Library/Application Support

If you hold down the 'alt' (or 'option') key whilst selecting the 'Go' menu in the Finder, you'll be able to select it straight from the list there.
