Mojave 10.14.4 update made Steam not work

It was perfectly fine before I updated. I've tried the ~/Library/Application Support/Steam trick among several others. I've tried redownloading it several times. I'm on a MacBook Air. I have never used time machine so I don't think I can revert to an earlier date. Help?

You can use a previous MacOS version ins disk and install the previous version of MacOS and try again. Note: You may take to lose all of the current installed apps and programs.

What exactly is happening? I'm on 10.4.4 and it works just fine.

Ever since I did that mini update, steam won't open. It was working perfectly before. Now it just bobs up and down and doesn't even open. I've deleted and redownloaded it numerous times (more than 20) and made sure to keep all the game files. I have tried turning off my anti virus protection, I've tried restarting, running diagnostics, etc. Nothing is working.
