What I can tell you from personal experience, is where a game saves its files is dependent on the developer, not Steam. Many developers hide their save game files, because they don't like giving players the ability to modify them without a lot of extra work. Some developers never cared about Steam cloud saves, so they're not in the Steam folders per se. The permadeath developers really have no desire for you to find your save files, because then you can cheat a core part of their design.
Also, the Library file where a lot of game files are stored, is naturally hidden by OSX, so if you want to find any of those files you have to google how to make those files unhidden.
None of this answers your question, because the answer is not based on Steam. It's based on the specific developer, and where/how they've set up their save files. I find it highly unlikely every game will look for save files anywhere on your hard drive, so moving them for the games that do have save files stored in documents likely isn't going to work out too well for you, but that's only an inexpert opinion. If someone weighs in differently than me with more knowledge, then we're both going to learn something new.
I wish I could be more helpful. But this is what I know, and given the amount of posts on here I see that go completely unanswered, I wanted to at least give you something. I wish it could be more.

I know most of what you're saying (about the developers etc).. but mac CAN be magic sometimes, and figure out where files went..
..but I guess not i this case.. (damn & *sigh*)
it's just so annoying to find game files lying around random at my computer.. didn't notice it before..
