Steam opens at startup despite settings

I've unchecked the box "Run Steam when my computer starts", but Steam still runs every time I restart my computer. What should I do?

I'm having the same issue. MAC OS X 10.13.6 High Sierra

Know issues for a long time. Here is the work around:

Anytime you install Steam on Mac, first go to steam settings got to the “start steam when computer starts” dialoge then toggle it on and then off.

Then go to mac system perferences, users, then login items. Remove the listing for steam.
