It's a step I got from Aspyr's support and it helped two others but I'm not sure to what extent / if it was Steam's gamepad emulation etc
I still experience the same behavior as you, PS4 controller is still not supported for all Steam games on m1 mac v12.5. I noticed that when the controller is plugged with USB cable to the computer, games recognize it, but with 'random/♥♥♥♥♥♥' keys mapping. With the good old fashion way you can use https://yukkurigames.com/enjoyable/ to map the keyboard keys used in the game to the keys of the controller, and still enjoying playing on mac with PS4 controller. Enjoyable app allows you to have as many profile as you want, 1 per game for example. Hope it can help :)

(1) Use a joystick/controller mapping tool like 'Enjoyable' or similar: https://apps.apple.com/ca/app/controllers-lite/id673660806?mt=12 (you have to connect your controllers and start the tool before launching Steam)
(2) PREVENT STEAM from handling controllers (potentially choose 'FORCE OFF' per each game)
(3) or ultimately just wire controllers (USB) if none of the above works (some games are stubborn)
TADAAAA it worked for me :)
I tried several things like the controller settings for a specific game, and also tried some stuff under "steam - setting - controller - the general controller setup stuff from steam"
Nothing seemed to work.
But then i remembered that i had to change something in the privacy settings and permission settings for my AetherSx2 PS2 Emulator.
Ihad to give bluetooth the permission to be used in a specific app (in this case it was aethersx2).
So CONCLUSION --> Try setting your privacy/permission settings in bluetooth to allow steam to cooperate with the bluetooth devices

Works pretty good since 13.2 (not sure).
Just one minor issue currently:
Steam Client quits when shutting down the controller,
so best: connecting controller BEFORE starting Steam Client,
and shutting down AFTER quitting Steam

My joystick (Thrustmaster TM16000) works perfectly with Xplane 11, but it won't do with ETS2 / ATS.
To be precise, in the setup of the two games, the controller is displayed, but it is absolutely not configurable.
This has been happening since I got M1, while with i5 I had no problem!
My setup:
- Apple M1
- macOS Ventura
- Thrustmaster TM16000
If anyone has any ideas/suggestions I would be very grateful!

It finally works after looking for a solution for hours!
There was nothing related to Steam or Bluetooth in Privacy Settings but game title under Input Monitoring.
i'm on a mac pro catalina early 2013, ps5 controller over Celeste, Hollow knight, overcooked 2 and cuphead, cuphead still got some issue with the port but still can play it well !
