Steam doesn't control which platforms a game is available on, That is done by the developers as it is their game, Steam doesn't own Rockstar Games (or TakeTwo Interactive)
I doubt Rockstar would bother releasing Mac (or Linux) support for Grand Theft Auto V (or any of their other games) simply because it's proven to not be worth it for them.
There's really no point of running GTA V on Mac because I'd highly doubt a regular Macbook air / pro would be able to run Grand Theft Auto V and get a good experience out of it.
Of course not, Bootcamp is preinstalled to Mac anyways.
