Half-Life 2 is a 32-bit app since it's old, and Mac OS Mojave 10.14 was the last version of Mac OS that supported running 32-bit Mac apps. They only supported running 64-bit Mac apps in later versions of Mac OS, as part of the transition away from Intel CPUs to Apple Silicon. If you have a 2019 or earlier Intel Mac, you can run Mac OS Mojave if you want to play older 32-bit games like this. You can dual boot Mojave (or earlier Mac OS versions like High Sierra 10.13) while also keeping a newer version of Mac OS installed for your other software.
Steam has announced they are dropping support for 32-bit Mac games because current Mac OS doesn't support 32-bit games anymore, so that's why the Steam store now lists Half-Life 2 as compatible with Windows only.
Whether this game will actually run fine in Mojave, I can't say yet, it hasn't finished downloading...
Steam isn't even loading for me anymore on my Mac running Mojave.
