Report a translation problem
This affects MANY games for Mac OS.
This should be the answer, as the ARM architecture of the M1 doesnt affect the game compatibility. Any game running on a "normal" (x86) mac will run on ARM aswell. The only problem will be slightly longer waiting times at the first launch due to rosetta.

I fixed the problem by using the Clean My Mac software to get rid of all the backup information for Steam from my old laptop so that I could re-install Steam without it using old data left behind, now I can use Steam again as usual *sigh.of.relief*. Before I used the CMM software there must have been residual data left from the backup.

As it seemed to wok previously, did you try Clean my Mac?
First time you start a x86 game on Apple Silicon it will be translated via Rosetta 2 so sometimes it will take time before the translation is finished and you can play.
You ask Steam for refund. You can't run 32-bit games on Catalina, Big Sur or Monterey. Unfortunately Steam doesn't always show the right info about this. Despite the warning on the game page some games are 64-bit and will run, like Metro 2033 Redux and Last Light.
