Not enough Disk Space - No Steam Folder in Library
I've read through previous discussions but I am still struggling with this issue. I am running Sierra 10.13.3. I have uninstalled several games from Steam to try to clear space to allow another to be downloaded, but each time I uninstall the amount of free space available does not increase (according to Steam) .
I have tried locating the Steam folder in my Library (which is where the Steam/Preferences/Downloads tab tells me the download folder is) but there is no Steam folder appearing in either my User Library or the main Library. Is the Steam folder likely to be hidden? I'm considering fully uninstalling Steam but I'm worried that when I re-install it, the new Steam will still report that there is no available space, and I will have lost all my currently available games.

Steam is broken for Sierra 10.13.1 also because like i cant download or update any game so that like might also be my issue XD?

All games for Steam are located in your home folders' Library > Aplication Support > Steam > steamapps .> common

There is no Steam Folder visible in my Library folder. Is it possible it is hidden?

It shouldn’t be but just in case you can toggle hidden files to show by pressing Shift-Command-Period in Finder.

Make sure you’re looking in the user library and not the system library, the user library is hidden by default but should be shown with the key shortcut I mention above. Also make sure you’re looking in the Application Support directory and not just in the root Library directory.

If you use the shortcut Shift-Command-G in Finder it will bring up the “go to folder” dialog which you could use to make sure you’re in the right directory. The one you want is ~/Library/Application Support/Steam

There isn't any folder in my User Library called Application Support. I've tried revealing hidden folders using your shortcut (which did work to reveal the Library folder in the User/Home folder.

When I search for ~/Library/Application Support/Steam in the 'go to folder' search, it just says "The folder can't be found". I don't understand it because Steam clearly says that the Downloads folder should be found at that file path.

That’s exceedingly weird, as not only should there be an Application Support directory there should be much more in the Application Support directory than Steam. Can you post a screenshot of the directories that are in your Library directory?

I'm not sure the easiest way of doing that but the only things in the User/Library folder are four folders called Mobile Documents, Messages, Mail and Containers.

There is an Application Support folder in the main system Library (not the User/Library) but there is no Steam folder there (besides, Steam clearly tells me that the file-path should be in my User/Library)

That's terribly strange, I'm actually not sure how macOS is happy with that if those are the only directories that you have. That means you're missing Preferences and Keychains at a minimum. Do you have any other issues with your computer other than these Steam issues?
