No as in, Steam won't run on your current Mac OS version.
Yes as in, you could use Bootcamp to run Steam. You'd need that anyway as there is no Mafia 3 for Mac OS X. Not that you're missing much as Mafia 3 was pretty much disappointing. Technical and gameplay wise.
I doubt that your old Macbook Pro meets the hardware requirements to run the game.
Actually according to the Store Page for Mafia III: Definitive Edition, there is Mac support, but it's still unlikely for a macbook pro to meet the requirements for the game...
Note that it also says "OS: MacOS 10.12.4" with the requirements, and the Mac Pro OP has is a "10.11.6"
I still think Bootcamp would be the best option for doing this, as it'll allow that Mac OS to become a windows machine, obviously there are tutorials and guides to follow in order to do this.
