Transferring game files from mac to pc
About five months ago I recently picked up console gaming again because of the Coronavirus pandemic and after doing a bit of research, realized that there was a whole world of PC gaming that I was missing out on. So I casually picked up CS:Go and started playing on my PAC (Potato Apple Computer) and am having a blast. Throughout the course of my playing I setup up a windows bootcamp partition on my Macbook Pro and downloaded Rainbow Six Siege, Apex Legends, Overwatch but the only games that I could play decently without horrible frame rates are Rainbow and Overwatch, so I decided to build a gaming PC. I have all the parts except for the GPU for which I will probably wait till Nvidia's 30 series cards come out. However I'm worried about being to transfer my CS:Go files from my Mac to my PC. My question is this: Is there a way to transfer the game files from Mac to Windows? What would happen if I were to say re-download CS:Go from the Steam client on Windows and start playing the game there? Would I lose all of my progress and my achievements? Is there a way around this?

You will not lose your CS:GO inventory items/progress/achievements/ect. because that data is stored on servers.

All you will have to do when you get a new PC is install the Steam client and the game again, then everything will be waiting for you.

I have the opposite problem: I used to have a Windows PC and recently turned to MAC. The problem is I can't play any of the games I purchased on my MAC.

Is there a way to play them? Do I have to buy them again? ask for a refund? am I screwed? please help.

What kind of games are you talking about?

If they are 32 bit then you will not be able to run them on the newest macOS Catalina.

Do those games offer a Mac OS X version in the first place?
Are those compatible to Mac OS X 10.15 aka Catalina?

To answer the question: "Would I lose all of my progress and my achievements?"

Achievements unlocked in-game will stay on your account and unlocked regardless of your computer, I think game progress will save if cloud save is enabled and supported in-game.

As for In-game purchases (cosmetics, etc) these items are added to your steam account inventory after buying them, you wouldn't be losing them either.
