Did try, switching between Steam Beta and back, clearing cache, restarting, validating etc. None of this works.
Please try the following, it should help with your issues downloading Call of Duty: Modern Warfare 3:
1. Open the Settings panel in the Steam Client by selecting “Steam > Settings” from the top left menu.
2. Select the Downloads tab and pick a new Download Region different from your current region. This can help with network issues between you and the content servers in your current region.
3. Click the “OK” button to confirm, then try downloading the game again.
If these steps don’t help, please return to the Settings panel:
1. Select the Downloads tab again and click “Clear Download Cache” at the bottom.
2. Click “OK” to confirm, then log in to Steam again.
If you’re still having problems, please wait several hours and try again. It’s likely there is a network issue local to your ISP, network, or region talking to our content servers. These issues are outside of our control but often resolve themselves through the network providers.

What kind of Mac are you using? Is it old or new? Should be able to check in About This Mac (for instance mine says "iMac (21.5-inch, Mid 2011)").
Do you have enough disk space to download it? You need at least 16GB.
What country are you in? I think there are some where the Steam store won't let you download certain games.
I'm on 10.12.3 and it downloads fine for me. Let me know about some of those questions and I'll see if I can help.
If so, one thing to try might be setting the language for Steam to something like English, and setting the game language to the same before trying to install, just to see if that works. I think there are some games that will only install in particular languages.
If you're already in English, or not in a non-English speaking country, I'm not sure what the problem can be. You might try contacting support at http://support.aspyr.com
