Family Sharing on macOS Not Working
I am running Steam on both Windows 10 and macOS Catalina.

I am unable to Family Share on macOS, but have no problems what-so-ever with Family Sharing on the Windows 10.

When attempting to set-up Family Sharing on macOS, I "Authorise Library Sharing on this Computer", however none of the accounts who have previously logged into Steam using their accounts on this computer appear in the list of "Eligible Accounts" (the list is empty). It is worth noting that when they log in they can see my account in their list of "Eligible Accounts". It might be relevant to note that I have Admin access to this Mac, whereas they don't.

So I set-up the Family Sharing (using the same Steam accounts) on the Windows 10, and that all works fine.

On Steam on macOS, I can now see their accounts in the list of "Eligible Accounts", however when they use Steam on macOS they still cannot see or access any content in my library.

Can anyone advise how to get Family Sharing working on macOS?

I am having the same issue, set up two of my kids fine last September and now I can't set up my 3rd kid. Have to think that is has something to do with the version on Catalina.

STEAM, need your help here

I am having the same issue. Once Catalina came online I cannot see my brother-in-laws library at all.

I had this problem and managed to get sharing working. If, like me you are trying to share your library with your child; try this. Log into the child's MacOS user account and install the Steam software. Setup the Steam software using your child's steam account (don't forget Steam Guard). Restart MacOS. Login to your child's MacOS account. Open the Steam client and log into your Steam account (use the Account menu -> Change Account if it automatically logs into your child's account). Enable family sharing the usual way. Hopefully, this time your child's account will appear in the list to authorise.

To finish, you need to Change Account to the child's account and check if your library content appears in the child's library.

I think the confusion is caused by people, naturally, trying to setup sharing from their MacOS account; instead of doing it all in the child's MacOS account.

Steam saves account details and downloads in individual mac user home directory (~/Application\ Support/Steam), so Steam installations for different mac users are completely separate. That means you need to set up family sharing using the same mac user account (like @bluepill said).
