"steam_osx" is damaged and can't be opened. You should move it to the Bin."
I factory reset my Mac yesterday and wanted to get Steam again on Catalina (I know it has had its problems). I have had Steam working fine on Catalina before. Now I cannot open Steam at all because that same message is appearing when I try to install Steam. I have tried YouTube tutorials on entering things in Terminal. I have my Security setting as 'Allow Apps Downloaded from' option as Anywhere and it makes no difference. Does anyone know the solution? I have not had trouble install other apps (Like Photoshop). Thanks.

Have you found a solution? I have contacted Steam but they are not understanding that I am in fact trying to install 64 bit and not 32 bit Steam Application.

I have found the solution. You have to actually press ‘Move to Bin’ when that message comes up. It doesn’t actually move the whole app to the bin looks like just code because the ‘Terminal’ icon comes up in the Bin. You can then just keep trying to load Steam again and it will extract just for a couple tries and now mine has loaded.

Wow. Clicking "Move to bin" and then opening the app from Applications actually worked.

The above method did not work for me but the following did.

Open terminal and type
sudo xattr -rc /Applications/Steam.app

what worked for me is you need to hold down command button (win button for non apple keyboards) while opening the file
