Report a translation problem
It's not for Steam specifically but the voice permissions for Mojave seem to have changed compared to previous OS versions, so it may work if you just substitute Steam instead of HOTS in the steps.
In SeraphSword's suggestion, Forum Moderator Madkipar suggested to allow HOTS to control the computer in the Accessibility tab. Instead, you should choose the to let the computer control Steam in the Microphone tab.
The Solution:
1. Go to System Preferences.
2. Click on Security & Privacy.
3. On Privacy tab select Microphone from the left menu
4. Unlock the dialogue to make changes and choose to allow Steam to control the computer.
5. Confirm introduced changes.
Support, fix it pls.
The Microphone settings don't include Steam, but other programs like Discord are shown.
