Hi, I am stuck in the exact same situation. The icon bounces once, and stops. Nothing to do, it won't open up.
EDIT: Ok I have solved my issue.
It turns out I had to completely remove all files from previous Steam installations, and do a clean install again. Here is described how you can completely remove all steam data :

With the Steam application active, click the Steam menu and Quit Steam to exit Steam.
1) Open Applications and drag Steam to the Trash.
2) click Go in the menu bar, hold down the option key until you see the Library folder, and open that folder from the drop-down.
3) Navigate to Library/Application Support/Steam
4) Delete Steam data from your computer with one of the following options:
If you don't want to lose any game data: delete all files and folders in /Steam EXCEPT FOR the /SteamApps folder (this contains your game downloads and any local save files.)
If you're removing all Steam data from your computer: delete the entire Steam folder.
5) Empty the Trash by selecting Finder -> Empty Trash
Is this a known issue / is there a fix in the works? I've updated my client multiple times since first installing 64bit version but the list of "supported" apps for 10.15 doesn't change in terms of how it identifies them all. Hopefully I will not have to install all and then use the OS System Report to verify, then uninstall all that are actually 32-bit. would be a major PITA.
Yes, this kind of sucks. I don't know if there are any plans to make it better. It's somewhat better than it was in the new library UI beta, where if you were on Catalina it wouldn't even let you try to play games not tagged 64-bit by the developer.
Seems like an obvious solution would be whatever function or method macOS uses to identify an app as 64-bit, Valve should use with Steam. Maybe even do some sort of background process that "borrows" the macOS' system report values. Might take a minute to show up but at least it would be accurate.
The whole "update our database" method clearly doesn't work / like you said the devs didn't get the memo. So the end result is that information in Steam is borderline useless. Or if they insist on having devs update the status then if the dev does not, they should not assume 32-bit, which appears to be the case. They should just list "?" or "NA" or "Unknown"
Yeah. There's a few minor edge cases which wouldn't make it 100% reliable (e.g. Steam is configured to launch a 64-bit executable to show a launcher of some kind, then the launcher runs the actual game which is a 32-bit executable) but it would be better than it is now.
Yup. This was my suggestion when this feature first rolled out in the client beta.

I think Apple are trying to push mac users toward their stupid mobile game subscription service, but... that will never happen where I'm concerned.
