Report a translation problem
Do not turn controller on until after steam is up and running. The classic "turn it off and on" fix works too. When I see a double controller count in Steam, I turn the controller off/on, and then steam will see just the single controller.
I now can have an Xbox One Controller paired via Bluetooth and everything appears to work correctly. Tested with Shovel Knight, Streets of Rogue, and Rogue Legacy. I have also been able to use 2 Xbox One Controllers via bluetooth to play games.
