Bootcamp or Wine.

Steam is a magic system that makes it possible to run the same game on Mac and Windows (and Linux) -- as long as * it is a Steam game and * the small additional work has been done to make it work on the particular platform (i.e. Mac, in this case) -- which will be noted in the game's Store Page. (This is immediately independent of whether Steam itself is running on a PC or a Mac (or Linux).)

Outside of Steam, as "cSg|mc-Hotsauce" says, you have to use * an emulator, or * BootCamp (which just does the extra under-the-hood work to make it *possible* to dual-boot Windows on a Mac), or * WINE (which is, not a full PC emulator, but a software layer). Only WINE does not require/enable a copy of Windows to run on the computer.
Steam for Mac does not run Windows games. You'd need to Windows client running through Bootcamp or Wine.

"Small additional work".

Understatement of the century.
@ Cathulhu: Steam for Windows does not run Windows games either; it runs Steam games - particularly ones that have been ported to Steam/Windows (as opposed to, for instance, Steam/Mac) (I believe).
You are wrong. Steam does not run games. Steam launches and manages games. Windows and Mac OS X run games, just like any other program.
