Steam osx is damaged and cannot be opened
I recently updated to Catalina (10.15) and I can't reinstall steam. Every time I download it and try it install it, it just says 'steam_osx is damaged and cannot be opened. You should move this to the bin'. I've tried deleting everything in my Library Folder, redownloading, restarting but nothing is working, every time I try this, it fails. I've changed my security settings to allow apps from anywhere and it still won't work. Is anyone else getting this?

steam_osx“ ist beschädigt und kann nicht geöffnet werden. Es empfiehlt sich, das Objekt in den Papierkorb zu bewegen.

Delete the app itself and download a new copy should have worked. That’s what I did when I had the issue.

I had a similar problem with a downloaded app the other day (not Steam). You might have some luck with the following:

1. Right-click app and with ‘alt’ key depressed select 'Copy “app name.app” as pathname' from the contextual menu to copy the location file path.

2. Open Terminal. Paste the newly copied pathname in between the speech marks of the command below (the speech marks are only necessary if the pathname has any spaces in it).

sudo xattr -cr "/Applications/app name.app"

This worked for me. I got the info from this page, so I'd recommend giving it a read before committing to running the command.

After updating Catalina, I've suffered the same issue. Even I formatted the hard disk and reinstalled Catalina, the result is the same though. I can't figure out what the heck is the problem.

Unfortunately, Beetroot Bertie's way doesn't work...

I fixed this on my mac! When it asked to drag the steam application into the applications folder, I was always dragging it into my folder on the dock. Instead, I dragged it into the folder in the installation pop up and it worked!

I deleted my installation, re-downloaded from the site, and installed. It runs fine.
I’m still having the same problem even though I’ve moved it into applications folder, I’ve tried reinstalling numerous times but the same message shows up. Really frustrating since I can’t play the games I paid for.

@Angelos Epithemiou, that worked for me too! THANK YOU! I tried everything else but nothing worked. I clicked on the .dmg, and the instructions popped up showing to drag Steam to Applications, so instead of actually dragging to my applications folder, I dragged to the applications folder in the popup. That FINALLY SUCCESSFULLY prompted Steam to update & install. :)

Right click on Steam app, Show Package Content, navigate to Contents/MacOS/ and double click on steam_osx. Terminal will run automatically and Steam will open. It worked for me.
