I can't launch HLDS - error

I have a question. Why, when I launch HLDS, I get an error
"HLDS stopped working"?
I wanted to create a server on Counter Strike 1.6 but I can't, because I can't launch HLDS.

I don't find server.cfg to me too, only for CSS is server.cfg, in cs 1.6 is the config.cfg in my case.

EDIT: ok i reealized i was using the DEFAULT hlds, not the one with steamCMD.
