Can't Run HLDS (Half-Life Dedicated Server)

Every time I click launch, it loads for a second and then closed.
The button turns green again to launch and if I press it the same thing happens again.

I've tried checking the integrity of game files. At first, it said one file failed to validate and will be reacquired. After that, it still doesn't run. Same problem persists.

Nothing pops up. It just loads and then the button reverts to "Launch" again.

I'm running Windows 10, if that helps.

I have the same problem with HLDS, it doesn't run longer than a few seconds, both when started in Steam as well as when started directly from the exe file.
However, it runs when I added "-console" to the properties of hlds.exe (this runs the server in a console with a command line). If you add all the proper command line options you can configure it properly and maybe it runs this way...

Thank you, I never thought of trying that. For once, I managed to get it running but another problem appears...

The last two lines on the console say they couldn't execute listip.cfg and banned.cfg.
