SteamCMD doesn't install anything
First of all, I just have to say that SteamCMD is the biggest pile of crap software I've used in a long long time. I would be incredibly embarrassed as a developer to have had any part in creating it. It's possibly worthy of being an internal tool for steam developers, but that's it. It's sloppy, broken, cryptic, and pretty much unusable. How did Steam think that it was ok to release this to the public??

My issue: Any time I try to install an application, it simply states that the install is complete. Immediately. It never attempts to download anything.

Steps to reproduce:

1) download and install steamcmd
2) ./steamcmd
3) login username password
4) force_install_dir ../somelocalpath/
5) app_update 220070

SteamCMD immediately reports that it's done and everything is downloaded.

"progress: 0.00 (0 / 0)"
"Success! App '220070' fully installed."

Looking in the install dir, there is nothing there accept a folder with a long string hash name and a couple files in it. Looks to be some download management data.

Retries simply produce the same result. If anyone knows why this is happening, please help.

I take it you are using the Linux version of SteamCMD?

My guess is that it might be a problem with the server data's repository. The progress statement shows 0 of 0, so it's not getting any list of files to download.

Have you tried installing a server for another game?

I just tested it myself (figured it might not work as it's a depot file; rather than the 'basetool' APP-ID) and apparently it did not, sorry.

Either way, like KKiONI wondered, can you download anything else to make sure nothing's blocking your connections overall?

Yes I downloaded other games/servers fine. I'm actually running a CS:GO server righ now. It's just Chivalry that doesn't work.

What's the operating system of your server? Based on how you called SteamCMD I'm inclined to say Linux, but I just need to confirm that.

If that's the case, then I believe the problem is that Chilvalry does not have a Linux version of the dedicated server according to this page:

https://developer.valvesoftware.com/wiki/Dedicated_Servers_List#Linux_Dedicated_Servers

That's interesting on a few levels:
-SteamCMD accepts the app ID. Normally if the server you're installing is not compatible with the OS, it will tell you "Invalid Platform."
-The game itself is listed as having a Linux client so I find it strange no Linux server is available with SteamCMD.

It could very well be that the list is out of date though. If that is the case you might need to contact either Steam or the developers about this. Likely the latter.

I tested it on Windows and it seemed to download on the base APP-ID; so that could indeed be the problem.
I've actually downloaded the linux server in the past, so I know it exists. The problem seems to be an issue between Steam and TB. Apparently a TB developer has been working with Valve to get those packages re-enabled. This thread:
