I know, I'm proud to be the only one in my group of friends who can use Rollout without killing myself.
Most of Jigglypuff's attacks do suck, though. (Sing, Rest, any ground A attacks).
It also doesn't work in the air. Either way, you're better off just using Bellosom from a Pokeball.
The sleep duration is a function of your opponents damage, so it's better on opponents that have high damage percentages, but if you can land sleep, you can just as easily land pound or something. Also, seems like matt severns was talking about rest.
I regularly get myself to 300% damage and live.
And about Rest, it has a small attack radius, like Matt said, and even if you do hit the opponent, you're still stunned for five seconds, which is enough time for someone to charge up to you with a Home Run Bat.
Rest also doesn't have the incredible launch power it had in Melee, so unless the opponent has a lot of damage, it's pretty much useless in Brawl.
On another note, I also like using Pikachu, Toon Link, Lucas/Ness, and Kirby. But I mostly use Jigglypuff so I can feel proud of being semi-good at using arguably the WORST fighter in Brawl.
