Yes and no. It's not anime in the sense of well, anime. But yes in the sense that anime are just Japanese cartoons, so there for Sponge Bob is American anime.
Spone Bob is drawn by USA artisics, it's amimation. Buds Bunny is Animation.
Now some animation has been imflueced by anime. Teen Titans.... (you get the idea). That still does not make them Anime.
If you want to get into anime, a good starter package would be any shonen like Gintama or Beelzebub. Keep in mind though, Gintama has no solid plot, so if you're one of those who yearns for a strict storyline, this one isn't for you- so are Sket Dance, Nichijou, Daily Lives of High School Boys, Lucky Star, Hetalia, and other anime that falls under the "slice of life" genre.
If you're into more psychological, mystery genres, try Monster, Ergo Proxy, Steins;Gate, Neon Genesis Evangelion, Robotics;Notes, Psycho Pass, Aku no Hana or Gosick. Obviously there's more psychological anime besides those, but these are the ones that I took a liking on.
Drama/romance? I suggest Library War, AnoHana (that's not the full title, so just Google it and you'll find out what you're looking for. It has 11 episodes), The World Only God Knows (all 3 seasons), Zetsuen no Tempest, Sket Dance, Phantom: Requiem for the Phantom or Clannad.
The funniest anime I've seen are Gintama, Sket Dance, Beelzebub and Slam Dunk. So if you want to laugh watch those.
Very much looking forward to the new season! I remember hearing about Ashita no Joe through watching Bakuman. I've starting reading it and its pretty good, thanks for the recommendation :)
