Personally my eyes are good enough to see how crap 15~30 fps is.
If it can maintain a constant 30 it's not too bad though, but 15 nah.
I don't mind low framerates myself, probably because I'm used to it but considering how much better 60+ fps looks I can understand why some people don't want to go below a certain threshold.

Turn off that motion blur nonsense and you'll see that 30fps shudders quite an lot.
It's not even just a matter of looking nicer, it's a gameplay consideration as well, less input lag and more responsive controls at higher frame rate.
Lol not being able to see the difference is a stupid excuse. Less frames means less precise. Quite frankly having less frames in certain games could get you killed no matter how good you are. It also probably means you'll be slower to react.
What appears acceptable might well be up to the user, but it's also objectively true that higher frame rates means more reactive controls. For shooters, particularly competitive ones, this is important.
That's what seperates the PC master race from the console peasants.

If you can't tell the difference between 30 and 60, that's your problem. Most people can.
