how is the portal world connected to half life and tf2?
people say it is but how is it connected?

As far as i know its becous Glados mentioned black mesa in the song at the end of Portal 1 and that only connects it to Half life.
TF2 doesnt have any connection to Half life or Portal if it did i want a combine class in TF2 =P

Black Mesa (from Half-Life) and Aperture (from Portal) are both rival companies in the same universe. If you play both series then you'll find some references to the other company. Since you spend all of the Portal games inside the Aperture laboratories, you don't see the outside world which has been taken over by the Combine since the resonance cascade event in the first Half-Life game.
As far as I know, TF2 isn't connected to them.

aperture laboratories and black mesa were business rivals.
semi related note: the current staff were all killed with neurotoxin, but im guessing that nobody restaffed the place because of the resonance cascade and the combine enslaving humanity. no idea when portal 2 takes place in relation to the time frame of half life 2, though
I believe the first TF was connected to Half-Life until TF2 came along and became it's own stand alone game.

portal 2 has to be conneted to tf2 tho weatly is in tf2 now

I've been working on a concept fan-fiction where ALL the games are interconnected through universal pipelines and such. I was hoping to get a greenlight for a MMORPG mod but I screwed up in my post for the greenlight forum and apparently angered a lot of people. -.-

Wheatley in TF2 seems to just be a promo item. I don't there's actually any backstory connecting the two games.

That could be true too. There's a lot of promo stuff in TF2.

Sure. I am REALLY hoping to send it to Valve too, but I don't know the best venue.
To be honest, I think TF2 is connected with L4D. I read the L4D comic that was released along with the campaign, 'the sacrifice', and guess who appeared in it? Red Heavy Weapons Guy.

It could be anything. My belief, honestly, is that ALL the worlds are interconnected, maybe not by physical means, but because they are all alternate realities of each other.

in a way it is, but its like a game within a game. tf2 exists as a video game in l4d2, along with counter strike in l4d1 (louis makes a reference to counter strike, ellis makes a reference to team fortress 2). not uncommon for valve to "cross the streams" (like with half-life and portal)
