If you are asking about the steam streams on games by devs they say prerecorded if they are so its just a loop of the dev playing over and over.
So, it's not clear..
The chat is live sure but if the stream says prerecorded its a taped stream. You are basically watching a youtube video at that point and commenting.
It's all labelled properly just pay attention and notice friends!
if its on a store page:
-the developer is probably there for a couple hours, then ends the stream.
-the recorded footage loops
-the chat is live, anyone watching the stream or loop can comment.
i think its useful since it shows you live gameplay footage, and you don't have to go hunting on twitch for someone who is live, for some titles that perhaps aren't as popular yet.
