lots of russians migrated cause they got free citizienship thanks to world war 2.. they claimed their ancestors were german settlers who moved into the conquered areas.. germany offered those people a complete integration, including citizienship, paid hotel and language classes.. millions took that offer, despite never having any association with germany... and many still see themself more as russian.. so ye thats the reason why so many russians in germany
The wall in the head by itself means nothing - it´s usually said like "We need to break down the walls in our heads". I guess You mean that. Normal people would say "don´t be so stubborn". Or "We also need to be able to look left and right". Or "Show some tolerance."
Like You have a wall in Your head if You´re narrow minded, while there are many more expressions which say it more direct. Perhaps sometimes people use it if they talk about themselves and their behavior in third person, or try to be as indirect as possible - but still want to point out something, as it may sound very deep, thoughtful and reflective - while they could break down that wall and speak a bit more direct, so everybody knows what´s going on. If they talk about walls in the heads - it´s about them being idiots, while they want to justify that they are idiots, and it´s not their fault that they suck in life - because it´s just that wall in the head...
It´s more used in political speeches i guess. At least i don´t know people who would talk like this unironically. And the only ones i know who do this unironically are politicians, as they could lose votes if they insult parts of the population directly - and this way it sounds like someone has really something to say and thought long about, and wants only the best for everybody - and is the voice of reason. This gets some votes - and You have agreed on nothing with saying it, so it´s perfect for politicians.
