Because he wasn't prepared for a fight. It turned out that the Russian military is badly equipped and trained so this has been a much more difficult fight than he thought it would be.

Russia has been trying to fight a ground war with tanks and they have been losing lots of tanks to drones. It's estimated Russia has lost about 9,000 tanks so far in Ukraine.
During the recent UAP hearing someone from the Pentagon mentioned that a drone swarm flew over Langely air base. I don't think those were aliens, I think they are Uncle Sam's experimental drones. That's the only reason I can think of why Langely didn't shoot them down.
Remember how Vietnam was a staging ground for helicopters? I think Ukraine is a staging ground for drones. The next major war will see drone swarms being used extensively.
Russia doesn't seem to have a good anti-drone defense system yet because they keep losing tanks. If I were them I would stop producing tanks entirely. If drones can destroy tanks why bother assembling a big pile of armor plating that's just going to get blown up by something a fraction of the cost?
They need to adapt to the new style of warfare. I think they are still figuring it out.
China does have good drone tech. If you go over to Youtube they have drone shows in Hong Kong where they control thousands of drones at once. I'm sure China's military has weaponized drones and could do the same thing the Ukrainians are doing.
