Faster-than-light travel is impossible. Yet if the government are openly admitting the technology originates from other worlds, this is the f**king Matrix, we're trapped with NPCs, and I demand that someone in charge deletes me.

The fact of the matter is that evidence is taken from the Earth or the craft is is in/on/around the Earth so (to me at least) it is logical to assume the object is of Terrestrial origin.
Only when an unknown object is spotted closer to another planet than it is to the Earth. Only then do I start considering it may be ET.
Alien also means unknown or of a foreign country.
Though considering my ancestry I'd technically be an alien-human hybrid. That is, if that theory were anything more than a nonsensical spiel on par with the one about Yakub creating white people in a lab out of spite.
That's also a common theory. It's more believable than xenos being angels or demons, at least. What with how non-Euclidean and downright eldritch they are.
Grays, as it were. Actually come to think of it, that was a plot point in one of the Deus Ex games.
Which until the prequels were pretty ♥♥♥♥♥♥' prescient.
