What happens if Goku tries to become a super saiyan and is getting executed by the electric chair at the same time?

I doubt even base Goku feels an electric chair at this point. It's too mundane. You have to remember that the the farmer with a shotgun only has a power level of 5 according to Raditz' scouter.

There are two scenarios to take into consideration here. One is that maybe the scouter factors in the weapon, and it's still that low on the scales regardless. The second is that it doesn't factor in weapons, and Raditz just doesn't care that the farmer has a gun because it's so non-threatening to him. I mean, he did just grab the bullet out of the air.

And that's just Raditz. The very first enemy in Dragonbal Z with a power level of 1,500 and a pre super-saiyan saiyan who doesn't even know kaioken. Goku grows orders of magnitude stronger with each successive fight one way or another so by the time you're at Cell Saga, well...

Plus, obviously in a series like Dragonball there are going to be a variety of electrical attacks. Master Roshi has an attack called Thunder Shock Surprise/Worldwide Shock Palm[dragonball.fandom.com] that he used on Kid Goku. On the one hand, yeah, Roshi isn't going to try and kill Goku but on the other, electricity arcs out of his palm. An ordinary electric chair doesn't output nearly that amount of electricity. If Kid Goku can survive a direct hit from that then an electric chair is nothing.
