So Goku’s strapped into the electric chair, powering up to go Super Saiyan because apparently some poor fool thought this was a good idea. First, let’s be real: the chair isn’t ready for this. The moment Goku starts screaming, “HAAAAAA!” the voltage meter is going to explode, and the whole city’s power grid is going to implode like Vegeta’s pride when Goku achieves a new form first.
Speaking of Vegeta, you know he’s watching this unfold with his arms crossed, muttering, “Kakarot… even when you’re dying, you just have to show off.” And then, when Goku inevitably breaks free in some over-the-top “Super Saiyan Electric Fury” form—complete with glowing lightning bolts and a hairstyle that could slice planets—Vegeta would be fuming. Not because Goku survived, but because he didn’t think of doing it first. “Damn it, Kakarot! I would’ve become the Prince of Static Saiyans if I’d had a chance!”
Now, picture this: Goku’s electrified power-up is so insane, he fries every guard in the building, vaporizes the electric chair, and accidentally sends Vegeta flying into a wall just because he’s standing too close. Goku emerges with some new form like “Super Saiyan Tesla God,” where every punch is a thunderclap and his theme song is still by AC/DC but Vegeta is in the background screaming, “THIS ISN’T FAIR!”
The chair? Obliterated. The execution? Cancelled. The moral of the story? Never try to execute Goku, especially if you’re not ready to deal with a powered-up, sparking Goku and a Vegeta who’s having yet another existential crisis.
Honestly, at this point, just hand Vegeta a participation ribbon and call it a day. That man’s ego can only take so much.

There are two scenarios to take into consideration here. One is that maybe the scouter factors in the weapon, and it's still that low on the scales regardless. The second is that it doesn't factor in weapons, and Raditz just doesn't care that the farmer has a gun because it's so non-threatening to him. I mean, he did just grab the bullet out of the air.
And that's just Raditz. The very first enemy in Dragonbal Z with a power level of 1,500 and a pre super-saiyan saiyan who doesn't even know kaioken. Goku grows orders of magnitude stronger with each successive fight one way or another so by the time you're at Cell Saga, well...
Plus, obviously in a series like Dragonball there are going to be a variety of electrical attacks. Master Roshi has an attack called Thunder Shock Surprise/Worldwide Shock Palm[dragonball.fandom.com] that he used on Kid Goku. On the one hand, yeah, Roshi isn't going to try and kill Goku but on the other, electricity arcs out of his palm. An ordinary electric chair doesn't output nearly that amount of electricity. If Kid Goku can survive a direct hit from that then an electric chair is nothing.
