Your concerns about TF2 are nothing to worry about anymore. Valve wiped out all the bots. You'll still get an occasional cheater and of course Friendlies are still a thing. Try giving it another shot.
There's some other good shooters that are on the steam store page all the time. Explore that and your discovery queue and I'm certain you'll find what you're looking for.
I never said the game was not F2P, it's pay to win, meaning you get an advantage if you pay money. Ffs, you're not even allowed to speak without paying. TF2 was also the first game to my knowledge to introduce lootboxes and also probably one of the worst implementations of them even to this day.
I'm not being sarcastic, Valve got rid of the bots in TF2.
If you like to feel powerful then Warframe.
It's free but not pay to win. You can get everything without "premium" currency and players can even trade for the premium currency so you can even get it without paying money by just trading drops with others.
Probably the best economy model of any free to play game.
